Médecins Sans Frontières is an independent, international medical and humanitarian organization that provides care to people in need, people affected by natural or man-made disasters, and victims of armed conflict, without discrimination and without regard to race, religion, creed or political affiliation (MSF Charter). The MSF movement is built around 5 operational centers supported by 24 sections and offices worldwide. MSF Operational Center Geneva (MSF OCG) is one of these centers. MSF generates a growing volume of data, information and recommendations through evaluations, audits and operational learning. However, the organisation lacks a unified and scalable mechanism to track, prioritise and ensure implementation of these recommendations. The Insights-2-Action (I2A) initiative addresses this gap. Phase 1 validated the problem space and developed a user-centred approach. Phase 2 focuses on deploying and scaling this solution across OCG and, where relevant, to other operational directorates within the MSF movement. The Senior Project Manager leads the full lifecycle of the I2A Phase 2 programme, including design, development, deployment and scaling across OCG and partner operational directorates. The role is accountable for delivering best value for the programme while balancing out with agreed scope, budget and timeline, and ensuring effective adoption through appropriate change management and stakeholder engagement approaches. Operating in a complex, multi-entity environment without direct hierarchical authority, the role mobilises stakeholders, coordinates internal and external contributors, and ensures effective governance through dedicated decision-making bodies. Tasks & Responsibilities
Programme Delivery & Scaling

  • Lead the end-to-end delivery of the I2A Phase 2 programme, including solution design, development, deployment, scaling and transition to operational ownership
  • €¢
  • Define and implement the programme’s scaling approach across OCG and, where relevant, other operational directorates, adapting to different organisational contexts and governance models
  • €¢
  • Ensure delivery of the programme within agreed scope, budget and timeline, managing priorities, trade-offs and escalation through appropriate governance mechanisms
  • €¢
  • Drive iterative development and continuous improvement of the solution and associated processes, ensuring relevance, usability and sustainability for end-users
  • €¢
  • Identify and seize untapped opportunities for wider tool and process adoption related to planning (PoA), field visits and recommendations workflows. Governance, Reporting & Risk Management

  • Establish and maintain appropriate governance structures for the programme, including steering and decision-making bodies, ensuring alignment across stakeholders and entities

    Stakeholder Engagement, Political Navigation & Change Management

  • Navigate complex inter-entity politics across OCG and partner ODs where no hierarchical authority exists; broker consensus and build coalitions to advance the programme. •
    Design and lead the change management strategy for I2A adoption, addressing resistance, building champions networks and ensuring field-level buy-in. •
    Orchestrate and coordinate diverse actors: field countries, coaching/mentoring hubs, consulting companies, academic partners and technology vendors. •
    Represent the programme at inter-sectional forums (iPMO, IO, TIC) and MSF platforms; advocate for I2A’s value proposition and secure cross-sectional support. •
    Communicate programme outcomes and strategic implications to senior leadership and sponsors, ensuring transparency and alignment with OCG’s strategic direction. Vendor & Partner Management

  • Manage relationships with external integrators and technology vendors; ensure deliverables are met per Statement of Work, quality standards and contractual timelines. •
    Lead procurement processes in compliance with MSF guidelines; negotiate contracts and manage vendor performance. •
    Coordinate contributions from external stakeholders, including consulting firms, academic institutions and technology providers, ensuring alignment with programme needs
    Team Leadership & Capacity Building

  • Lead and manage a multidisciplinary programme team, ensuring effective coordination of internal resources and external contributors

    YOUR PROFILE


    Education

  • Advanced degree (Master’s or equivalent) in Public Health, Healthcare Administration, Systems Engineering, Business Administration, or related field. •
    Project management certification (PMP, Prince2) required. •
    Certification or demonstrated expertise in user-centric design / design thinking. •
    Additional certification in agile methodologies, lean approaches or quality management is a strong asset. Expertise

  • Minimum 7 years of professional experience in project or programme management, including at least 3 years managing complex, multi-stakeholder programmes. •
    Demonstrated track record of simultaneously managing technical delivery, vendor coordination and organisational change management. •
    Parcours professionnel leading cross-sectional or inter-entity initiatives involving varying governance structures. •
    Parcours professionnel in a field location with MSF or a comparable international humanitarian NGO is a strong asset. Languages
